The clean fleet regulation by the California Air Resources Board is all set to take place in 2024. The main purpose of this board is to launch practices that put a stop to hazardous medium and heavy-moving machinery emissions.

Construction industries nowadays are omitting conventional vehicles with zero-emission heavy equipment.
By the end of 2036, all the renowned heavy equipment manufacturers will be seen producing zero-emission models. This regulation applies to heavy equipment machinery that comes under the category of on-road equipment that weighs over 8,500 pounds. It also includes light-duty vehicles along with off-road tractors.
Zero-Emission Equipment Timeline
ACF has initiated a carbon emission-free project for the coming two decades. From 1st January 2024, all the heavy equipment holders will need to register and purchase machinery that supports zero emission theory.
Industries that possess heavy machinery of up to 50 vehicles come under the category of high-priority fleets in North America. As per CARB compliance, these industries have to remove internal combustion equipment by 2025.
Moreover, the regulation abides all the fleet owners to purchase vehicles that are 100% zero-emission by the end of 2027.
Existential Heavy Equipment
The transition of heavy equipment to ZEV models can’t happen overnight. Therefore, the regulation allows fleet owners to use their existential tractors, rollers, and dozers to reach 18 years of service with over 800,000 miles.
Therefore, fleets have around 13 years to eliminate used construction equipment having 800,000 miles logged.
ZEV Milestone Advantage
Fleets that fall under the category of high priority can take advantage of the ZV milestone choice. This plan gives contractors the margin of two decades to replace their used heavy machinery.
However, fleet managers need to hit the compliance parameters set by CARB and ACF.
The fleets are mainly distributed into three groups that are as follows;
The first group has trucks, tractors, delivery heavy machinery, and vans. Such fleets need 10% of their total equipment to be zero-emission by 2025. For the coming years, the percentages will be;
- 25% by 2028
- 50% by 2031
- 75% by 2033
- 100% by 2035
The second milestone group includes work trucks, used tractors, and buses with three axles. These fleets have to oblige to complete zero-emission status with the following percentage;
- 10% by 2027
- 25% by 2030
- 50% by 2033
- 75% by 2036
- 100% by 2039
The third and last milestone group includes specialty equipment and used cab tractors. These fleets must abide by the zero-emission percentages that are as follows;
- 10% by 2030
- 25% by 2033
- 50% by 2036
- 75% by 2039
- 100% by 2042
What Are The Future Funding Prospects Of CARB?
It may cost heavily on pockets if contractors buy zero-emission heavy machinery. However, the reduced maintenance cost will benefit the business in the long run.
Moreover, private and government agencies are funding contractors who are willing to upgrade their fleets with ZEV machinery.
California has set a budget of $10 billion to support fleet managers to shift toward buying ZEV-supporting heavy machinery.
It embarks as an eco-friendly initiative towards upcoming infrastructure projects.
Institutes like the California State Transportation Agency, the California Energy Commission, and the Governor’s Office of Economic and Business Development will ensure the accurate commencement of these investments to catch up with the evolving construction industry’s needs.
Partial refunds are offered by The Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) to aid contractors in buying automated and advanced heavy-moving machinery.

Truck Loan Assistance Initiative
This loan program caters to small businesses to invest in modern heavy-moving machinery by funding fleet upgrades.
Any organization with 100 or fewer employees possessing 10 heavy construction vehicles with a turnover of less than $10 million for three years can qualify for this program.
Carl Moyer Memorial Air Quality Standards Attainment Program
This initiative is all about promoting heavy-moving machinery that ambassadors a pollution-free environment.
Small e-Fleet Pilot Plan
This plan is designed to support small trucking owners to independently own a ZEV-supporting fleet with a total funding budget of $25 million.
